HARRISBURG, Pa. – The HACC Foundation, a nonprofit educational trust established in 1985 to raise private and corporate revenues in support of HACC, Central Pennsylvania’s Community College, announces director emeritus; events for high school students; inspiring updates from full-ride scholarship recipients; and students who received scholarships for the 2023-24 academic year.
HACC Foundation Honors Timothy Sandoe as Director Emeritus
The HACC Foundation honored a long-time Board member recently. The HACC Foundation Board voted to approve Timothy Sandoe as director emeritus.
In January 2024, Sandoe retired from his professional roles as HACC’s vice president of finance and the HACC Foundation’s treasurer. Sandoe ensured sound fiscal management and investments, including preparation of financial data, budgets and reports as required by the HACC Board of Trustees, HACC Foundation Board and government agencies.
Prior to joining the HACC team, the graduate of East Stroudsburg University was the director of graduate and professional studies in business development at Lebanon Valley College (LVC) in Annville, Pa. In this role, he introduced LVC to the business community to align the college’s offerings with the needs of employers.
Most of Sandoe’s professional experience, however, has been in the banking sector, including a 31-year career with Fulton Financial Corporation. At Fulton, he served in several senior-level positions with responsibilities that included strategic initiatives; direct oversight of 200 employees; retail risk management; consumer credit and small business credit products; and multi-department budget authority and management.
In total, Sandoe served the HACC for over 33 years in a number of capacities. In addition to his aforementioned professional roles with HACC, Sandoe was a HACC volunteer for many years. His roles included:

Engineering Career Day Returns to In-Person Format
The HACC Foundation is funding Engineering Career Days for high school students at HACC’s Harrisburg and Lancaster campuses this spring. Students will have the opportunity to learn from industry leaders, participate in hands-on activities and explore career opportunities. Lunch will be provided.
HACC Students Reflect on Impacts of Full-Ride Scholarship
In 2023, an anonymous alumnus of HACC contributed a generous six-figure gift to fund full-ride scholarships for at least 10 students.
The life-changing HACC Academic and Workforce Development Full-Ride Scholarships cover all HACC-related expenses - including tuition, books and fees - to allow students to focus on completing their degree, certificate or diploma. Unlike loans, full-ride scholarship recipients do not have to repay the money.
The first 10 scholarship recipients started their HACC journeys in fall 2023. These future healthcare providers are enrolled in HACC’s dental assisting, dental hygiene and diagnostic medical sonography programs.
In a new video, they reflect on why they chose HACC, their experiences as students so far and what the scholarship means to them.
More Than 330 HACC Students Receive Scholarships
HACC, Central Pennsylvania’s Community College, congratulates 334 HACC Foundation scholarship recipients for the 2023-24 academic year.
Linnie S. Carter, Ph.D., APR, the vice president of college advancement at HACC and executive director of the HACC Foundation, said, “I am beyond pleased that these students applied for and received these scholarship funds. Sometimes our students do not feel they are worthy of these scholarship funds and do not bother to apply. Nothing could be further from the truth. Our donors contribute these funds to the HACC Foundation to benefit our students. We will continue to remind HACC students that there is no greater investment than in people - and they are at the top of the people list.”
Robert, a mechatronics student at HACC, was encouraged to apply for scholarships and was one of hundreds of students who received support from the HACC Foundation. He said, “This was a massive relief on me and my family, and it motivated me to give a little bit more.”
