The U.S. Department of Education released guidance for the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) on May 14, 2021. The Act includes a portion of funding specifically dedicated to students for emergency financial aid grants (similar to the CARES Act). The amount of funding that students may receive is being determined, and the College anticipates that funds will be distributed to eligible students during the summer. HACC students will receive additional updates via email.
On April 20, 2022, HACC disbursed HEERF funds to 3,086 students.
These monies were returned as unclaimed funds from the College’s first two disbursements of CARES Act (HEERF I) and Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA–HEERF II) and American Rescue Plan (ARP–HEERF III) funds.
To qualify for these funds, students had to meet all of the following criteria:
HACC, Central Pennsylvania’s Community College, has been awarded $23.4 million in federal stimulus grants to directly support our students to mitigate the impacts of the coronavirus pandemic since March 2020:
It was estimated that more than 22,700 students would receive funds. Depending on student eligibility, individual disbursements ranged between $625 and $1,615. The CRRSAA/ARP allocations began on Aug. 9. As of Sept. 1, the College completed the disbursement of CRRSAA/ARP funds to 22,625 students. The final number is lower than estimated due to various factors, including but not limited to enrollment criteria, class attendance and deceased students.

After thorough review of grant guidelines, HACC determined the following student eligibility:
As previously communicated to students, the funds will be distributed to students this summer.
HACC will use our current Financial Aid refund process via BankMobile. Eligible students will receive one disbursement.
Because more than 22,000 students will receive disbursements, the funds will be distributed in batches. Disbursements of funds to students will begin the week of Aug. 9 and continue for the next several weeks.
Why did HACC wait to disburse CRRSAA funds to students?
HACC has been intentionally judicious in the process of allocating funds to students. The guidance from the federal government continued to evolve through May 2021 - even after the funds were distributed to the College. Therefore, it was important that we gathered all relevant guidance before proceeding.
Once sufficient guidance was provided, HACC convened a task force to thoroughly review the guidance for both grants and determine the most equitable and efficient way to distribute the funds to more than 22,000 eligible students.
Did HACC earn interest on the funds after they were received?
The College does not receive all of the grant funding at one time. It is received as it is spent by the College. The College does not earn interest on these grants.

In March 2020, the federal government passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act to help those who have experienced disruptions due to COVID-19. HACC has been allotted approximately $4.5 million through the CARES Act to be used as emergency financial aid grants. The monies are to provide grants directly to students for expenses including course materials and technology, food, housing, health care and child care.

HACC utilized our current Financial Aid refund process via BankMobile. Students were encouraged to update their BankMobile information and select a refund preference prior to June 15, 2020. To receive the funds in the most expeditious manner, HACC recommended the election of direct deposit via the student’s BankMobile account.
Additionally, students were encouraged to review and update their address on record with HACC via the myHACC portal.

On June 11, 2020, HACC notified students via email that CARES Act funding would begin to disburse to eligible students. In this email notification, HACC encouraged students to update their BankMobile information and to be certain a refund option had been selected in order for eligible students to receive these funds. HACC received a total of $9,105,781 in CARES Act funding. Of this amount, at least $4,552,891 will be disbursed directly to students who were enrolled at HACC during the spring 2020 semester.
Funds Distributed to Date
HACC began disbursing CARES Act funding to eligible students on June 18, 2020. After significant research, HACC decided the best course of action was to distribute the student portion of funding, totaling $4,552,891, via a 50/50 split.

Based on current guidance from the U.S. Department of Education and Section 484 of Title IV of the Higher Education Act of 1965, HACC originally estimated that 9,601 students would be eligible to receive emergency financial aid grants under Section 1804(a)(1) of the CARES Act.
